Terry Neimeyer joined KCI in 1977 after receiving his bachelor’s degree in civil engineering from the University of Delaware. Shortly thereafter, he served in numerous leadership roles for the company, including chief engineer of civil engineering operations in Maryland and North Carolina. In December 1995 Terry became president, a position he held until June 2006. He has served as chief executive officer since March 1999 and chairman of the board since December 2000. Terry earned a master’s degree in environmental engineering from Johns Hopkins University in 1980, and an M.B.A. from Wilmington College in 1985. He has served as chairman of the Maryland Chamber of Commerce, chairman of the design professionals coalition for the American Council of Engineering Companies, and president of XL Insurance Design Professional Risk Control Group. He currently sits on the board of the U.S. Chamber of Commerce.
Jack Kinstlinger, PE

Jack Kinstlinger joined KCI in 1984 as president, and became chief executive officer and chairman of the board in 1988. He currently serves as chairman emeritus. His prior experience includes service as deputy secretary of the Pennsylvania Department of Transportation and state highway director in Colorado. Jack earned a bachelor’s degree in civil engineering from Rensselaer Polytechnic Institute and a master’s in civil engineering from the Massachusetts Institute of Technology. Jack serves on the board of the U.S. Maglev Coalition and as Treasurer and board member of the Maryland Association of Nonprofit Organizations. He served for five years as Vice Chair of the American Road and Transportation Builders Association (ARTBA), is currently on the board, and serves as Chairman of the Transit and Rail Advisory Council.
Nathan J. Beil, PE, DWRE

Nate Beil joined KCI in 1988. Within four years, he started the company’s water resources division, which became one of KCI’s top-performing business units. From 1995 to 2001, Nate served as head of KCI’s environmental group, and in 2002 he was promoted to manager of the firm’s Mid-Atlantic Region. He has served as president of KCI since 2006. Nate earned his bachelor’s and master’s degrees in civil engineering from Lehigh University. He has also completed the American Council of Engineering Companies’ Senior Executive Institute, and the Executive Program at the University of Virginia’s Darden Graduate School of Business Administration. He currently serves on the Executive Advisory Board for Lehigh’s new Master of Science program in structural engineering, as well as the Emerging Technologies Committee of the U.S. Chamber of Commerce, the Planning and Design Board for the American Road & Transportation Builders Association (ARTBA), and the board of directors for the Community College of Baltimore County’s applied technology department. Nate is an active member of the American Water Resources Association, the American Society of Civil Engineers, and the American Council of Engineering Companies.
Darryl Kroeze, PE

Since 1997, Darryl Kroeze has managed KCI’s Tampa, FL, office, which provides consulting services in Transportation Design, CEI, commercial development and telecommunications engineering, site development, civil and electrical engineering, as well as surveying expertise. Kroeze joined KCI in 1995 as a drafter but quickly assumed a leadership role, guiding the company’s rapid expansion into telecommunications along the Gulf Coast. Currently with a staff of 70, KCI’s Florida offices are working with some of the largest firms in the telecommunications business, FDOT and several municipalities. In 2006, Darryl was promoted to Senior Vice President. He earned a bachelor-of-science degree in Materials Science and Engineering from North Carolina State University in 1991 and is a member of the American Society of Civil Engineers and the Florida Engineering Society.

Jeff Lookup joined KCI in 2007 as head of the Northeast region, bringing with him decades of experience in infrastructure engineering, and construction and support services for site development, buildings, transportation and telecommunications. Formerly the COO of Erdman Anthony, Jeff oversaw operations in all five offices in the firm’s Northeast region. In addition, he served as their principal in charge of corporate sales and as federal markets program manager. He received a bachelor’s degree in civil and environmental engineering in 1983 from Clarkson University, Potsdam, N.Y., and is a current member of the executive board and a past president for the American Public Works Association, Monroe/Genesee Valley Branch.

A former officer in the U.S. Navy Civil Engineering Corps, Chris Griffith was hired as an associate by KCI’s construction management group in September 1997. He was appointed head of the group in September 1998 and promoted to senior vice president in 1999. In 2006, he was promoted to Executive Vice President and named head of KCI’s Mid-Atlantic region. Chris is a 1985 graduate of the United States Naval Academy in Annapolis, Md. He earned master’s degrees in business administration from Boston University in 1988, civil engineering from the University of Maryland in 1991, and ocean engineering from the University of Hawaii in 1994.

Harvey Floyd joined KCI in 1985 as a project engineer and later was promoted to vice president and chief of the structures division. In 1995, he was promoted to senior vice president and appointed head of KCI’s civil group. He also served as manager of the Mid-Atlantic region’s transportation market. In 2006, he was promoted to Chief Client Services Officer, responsible for KCI’s ISO 9001-2000 certified quality management system. Harvey received a bachelor’s degree in civil engineering from Virginia Polytechnic Institute and State University in 1978, and an M.B.A. from Loyola College in 1989.

Before his appointment as chief financial officer of KCI in December 1997, Don McConnell served as vice president and Director of Finance with RTKL Associates, Inc., of Baltimore, the nationÕs fifth largest architectural and engineering firm. He is a 1967 graduate of The Pennsylvania State University and also attended Loyola College of Baltimore in the M.B.A. program. Don currently serves on the Steering Committee of the ACEC Finance Forum and is a member of the Design Finance Officers Group. Don is also a member of the Baltimore Chapter of Financial Executives International (FEI) Board of Directors and serves as Vice President of the Baltimore Chapter.

Alan Mlinarchik joined KCI as a database programmer in 1987 and in 1988 became the primary architect of KCIÕs proprietary project management and accounting system. He was named Manager of Administrative Computing in 1989 and Director of Information Technology in 1991, managing KCIÕs business applications, computer-aided engineering, computing and communications infrastructure, and Internet applications. Alan was promoted to vice president and chief information officer in July 2000. He studied at Towson State University and the University of Maryland system.

Scott Lang joined KCI in 1999, after retiring from the U.S. Navy Civil Engineer Corps, and served as a professional engineer and diver in the company’s marine structures and diving division. In 2000 he assumed leadership of the construction management division, where he was responsible for several multimillion-dollar projects, including construction management and inspection services at Rockville Town Center ($400 million), McKinley High School ($40 million) for the U.S. Army Corps of Engineers, and the Elm Road Parking Garage at BWI Airport ($150 million). Lang was promoted to vice president in 2002. In 2006, he was promoted to senior vice president and appointed head of the Mid-Atlantic construction management group. He earned a bachelor of science degree in civil engineering from Cornell University and a master of science in ocean engineering from Texas A&M.

After joining KCI in 1985, Chuck Phillips assumed the leadership posts of the Surveys Division in 1991, the Laurel Office in 1992, and the Site Engineering Division in 1994. Under his direction, all three operating units turned around profit levels, from combined annual losses of more than $200,000 to sales of more than $3.5 million. In January 1997, Chuck was appointed head of the Site Engineering and Surveys Group and soon after was promoted to senior vice president. In 2002, he was named Site/Buildings/ Telecommunications Market Manager for the Mid-Atlantic Region.

After joining KCI in 1997, Tom Sprehe was named Chief Engineer of the Environmental Engineering Division and promoted to vice president in July 1998. In 2003, he was named a senior vice president and assumed leadership of the Mid-Atlantic Region’s Environmental Market, overseeing environmental engineering, water and wastewater, solid and hazardous waste, geotechnical engineering, and public utilities operations. Tom graduated from the University of Oklahoma with a bachelor of science in civil engineering in 1980 and earned a master of science in civil engineering from the University of Oklahoma in 1984.

Joe Siemek joined KCI in 2002 as the division chief of KCI’s public utilities division in Hunt Valley. Since that time, Joe has managed contracts with some of KCI’s largest clients, including the city of Baltimore, Baltimore Gas and Electric, the Maryland State Highway Administration, and Verizon. Joe was promoted to Vice President in 2003 and Senior Vice President in 2006. He received a bachelor’s degree in environmental engineering from Johns Hopkins University in 1978 and a master’s in business administration from Loyola College in Maryland in 1987.

Until his retirement in June 2000, Ed Burger served as a senior vice president at Whiting-Turner, where he led one of the company’s four operating divisions and oversaw offices in Atlanta, GA; Bethesda, MD; and Richmond, VA. Burger managed many high-profile construction projects during his 45-years with Whiting-Turner, including the Baltimore Convention Center; Joseph Meyerhoff Symphony Hall, Baltimore, MD; and the Olympic Aquatic Center at Georgia Institute of Technology, Atlanta GA. He is a graduate of The Johns Hopkins University and has taught at Hopkins’ Evening College.

During his 41-year career with Crown Central Petroleum Corporation, Bill Snyder held many operational and strategic positions before retiring as the senior vice president of Administration in Fall 1992. In recent years, he has served as a board member of the Maryland Technology Development Corporation (TEDCO); chair of the Maryland State Board of Higher Education; chair of the University of Maryland Business School Advisory Board; member of the Finance Committee of the University of Maryland Foundation; trustee and former chairman emeritus of the Independent College Fund of Maryland; emeritus trustee of Hood College; chairman of Baltimore County Liquor Board; and board member of the Baltimore Chapter of Goodwill Industries. Bill earned a bachelor of science in business from the University of Maryland, College Park, in 1951.

Ken Trout is executive vice president and chief operating officer of Rosemore, Inc., a privately held holding company based in Baltimore, MD. He previously served as president and CEO of Signet Bank of Maryland. Ken graduated from Methodist College of North Carolina in 1970 and joined the Bank of Virginia Company, which in 1986 merged with Union Trust Bancorp to form Signet Banking Corporation. He currently serves on the boards of numerous institutions and corporations, including Bay National Bank, the National Aquarium in Baltimore, and the Maryland Business Roundtable for Education and is vice chairman of the board of the College of Notre Dame of Maryland.

P.J. is a Vice President of global sales and operations for IBM Global Services. P.J. graduated from the College of Notre Dame of Maryland and has worked for IBM for 31 years. She currently serves on boards of numerous institutions, including the College of Notre Dame, Maryvale Preparatory School, GMBC, The Center Club, Family Tree and the Baltimore Symphony Orchestra.
